Upcoming changes to ITAR in US

In my understanding of documents from the White House and State Department, ITAR is simplifying and re-enforcing its relationship to the constitutional protection of free speech.

The critical term "public domain" as employed in the ITAR includes reference to our constitutionally protected speech.

Internet publication is extremely "public domain".

ITAR is Open Source Engineering friendly.

This is a simple issue that has been developed via court precedent. The new regulations simply re-enforce the specification of the constitutional principles they are subject to for the benefit of everyone involved in their interpretation.

For all other issues including proprietary materials and people working with clearance, one will have to wait for the full development to see the changes.
